I am looking for a affordable apartment close to Richmond, the airport, and highway 64 and 295. My friend told me Highland Springs has affordable apartments but is it a safe area? I don't know much about the town itself, what are the best neighborhoods I should look in for an apartment? I can pay $650 a month.
