Yes, you do need a permit or your car will get towed. Luckily, the permit is free you just have to go get it and then put a sticker on your car. I don't know if you can sign up online, but I know you have to go in and get the actual sticker at city hall. I attached the link so you can read about it. It works very well and there is almost always parking (I used to live near here).
