There are tons of apartments downtown in Salem for that price. My property at 289 Essex Street probably wouldn't fit your criteria because its more modern than loft-like. Check out the Salem search page and limit your price to 1200. Reduce your search radius to 2-3 miles to only see properties close to downtown.
