Unfortunately, MyApartmentMap doesn't have any Section 8 apartments listed in West Covina. And, also unfortunately, I couldn't find any three bedroom apartments under $1300. I would suggest adjusting the price range a bit, or look elsewhere. Maybe a surrounding town could have a deal for you, but California is just expensive in general... best of luck.
