The Metro Rail Green Line passes through the southern part of Downey and gives residents access to various locations within the Los Angeles County. The Metro also provides bus service to the area, operating throughout the Los Angeles County. Lastly, Downey has its own bus service, the DowneyLINK, which runs four different loops around the city.

Currently, the rate of robberies, petty theft, and aggravated assaults are dropping in Downey. However, the rate of auto thefts is very high in Downey with more than 1000 vehicles stolen each year. Although there is gang related activities in southern Downey, a community outreach program was created in the 1990s which has helped to keep kids in the area off of the streets. The organization also plans many community events and programs in an effort to keep gang activity down.

Downey is part of the Downey Unified School District, which consists of 13 elementary, four middle, and three high schools. Downey High is one of the best high schools in the area, achieving high rankings in academics, athletics, and the arts. The area also has a number of private schools, including: Our Lady of Perpetual Help School (PK-8), Calvary Chapel (PK-12), St. Matthias High School (9-12), and St. Mark’s Episcopal School (PK-8).

Downey offers a variety of parks, museums, theatres, and more. Downey has 12 local parks with picnic and sports areas and a community swimming center. As the birthplace of the Apollo Space Program, The Columbia Memorial Space Center is a hands-on learning center, focused on teaching children about space and space travel. The Downey Theatre is home of the Downey Symphony and the Civic Light Opera, but also hosts a number of outside venues, including comedians, plays, operas, and concerts.
